According to the UN’s 2018 report, the status of fish stock in the Mediterranean is the worst in the world, Croatia is no exception! This was the reason why WWF gathered Croatian experts in the area of fisheries and the management of protected areas to develop recommendations for small-scale fisheries, compatible with existing laws and policies. As a solution to the ubiquitous gap between fishermen and competent administrations, WWF proposes an international practice, a proven co-management model.

In the meeting, organized within the FishMPABlue2 project, experts discussed legal problems faced in the fisheries sector, as well as the proposed management model. Among the recommendations is an amendment of the existing legal and by-law acts related to fisheries in protected conditions. As a solution to the ubiquitous gap between fishermen and competent administrations, WWF proposes an international practice, a proven co-management model that was tested through the FismMPABlue2 project. This principle advocates that decision-making in fisheries management is carried out with the joint participation of fishermen, administrations, scientists and other stakeholders.

In its essence, fisheries co-management could be defined as a model of participatory management of marine resources involving the participation of all relevant stakeholders", said Mosor Prvan, FishMPABlue2 project manager at WWF Adria.

The co-management model differs from business-as-usual, requiring different approach and a behavioral change towards these practices cannot happen overnight. Catalonia provides a great example, where they have succeeded after a decade long process. In a fast-paced world we should keep that in mind, not to get discouraged. Decision makers, local communities, fishermen, scientists, civil society organizations and representatives of protected areas authorities should jointly participate in co-designing and implementation of a practice reflecting broad principles of sustainability and protection of marine ecosystems.
