1.2. Objective of the contract
WWF Adria is implementing the project “Serbia Actions in the Field of Environment, Nature and Climate, SAFE Nature and Climate” (hereinafter: Action) which is supported by the European Commission through the Civil Society Support Program and is a direct response to Serbia's common challenges for global efforts to mitigate and adapt to climate changes. The Action is aimed at strengthening the capacities of civil society organizations in Serbia through grant distribution financial mechanisms and tailored-based capacity-building programs. In that sense, WWF Adria Serbia is initiating a comprehensive capacity-building program to enhance the capabilities of Civil Society Organizations (CSOs) under two specific budget lines, 6.4. Provision and monitoring of Capacity building programs for "Strategic CSOs) and 6.5. Provision and monitoring of Capacity building programs for "Ad hoc CSOs". In parallel, WWF Adria created and distributed a wide Organization Needs Assessment questionnaire. The questionnaire aims to determine the technical, financial, managerial, and programmatic capacities of civil society organizations (applicants) in Serbia that are engaged in environmental protection and climate change. The results of this research will identify gaps in the capacities of each organization and provide clear guidelines for tailored capacity building in Serbia.
Specifically, the provision and monitoring of the capacity-building program consists of the following:
- To increase the capacities to monitor and advocate for environment and climate actions of at least 80 CSOs that applied for Strategic and Ad hoc grants, within the Action, through tailored-based training programs and mentoring support.
1.3. Duration of the contract
Service should be completed no later than October 31st, 2025 when the final deliverable is due. The estimated duration of the service is no longer than 180 days, including:
- Conducting the tailored capacity-building program for 30 applicants (CSOs) for strategic grants, and having in mind that WWF Adria Serbia's experience shows that a minimum 3 days of capacity-building programs and at least 2 days of mentoring support is needed to significantly increase capacity to monitor and advocate for environment and climate actions. Total of 2 days * 30 organisations – 60 days, and 20 days for preparation and provision of training –total of 80 working days will be needed.
- Conducting the tailored capacity-building program for 50 applicants (CSOs) for Ad hoc grants, and having in mind that WWF Adria Serbia's experience shows that a minimum of three days of capacity-building programs and at least 2 days of mentoring support is needed to significantly increase capacity to monitor and advocate for environment and climate actions, a total of “2 days * 50 organizations – 100 days” – total of 100 working days will be needed.
Consultancy services should provide the following deliverables:
- Tailored-based capacity-building programs developed for 80 CSOs based on the Organisation Needs Assessment form. This deliverable needs to consist of short recommendations for each CSO for tailored capacity-building program – financial, managerial, environmental advocacy, or programmatic capacities;
- Deliver tailored-based capacity-building program for 30 CSOs that applied for Strategic grants within the Action - at least three days for each CSO according to the recommendations.
- Deliver at least two days of mentoring support for 30 CSOs that applied for Strategic grants within the Action;
- Deliver a tailored-based capacity-building program for 50 CSOs that applied for Ad hoc grants within the Action - at least two days for each CSO according to the recommendations;
- Deliver at least two days of mentoring support for 50 CSOs that applied for Strategic grants within the Action;
- Provide pre and post-testing training reports;
- Provide short summary reports from the mentoring sessions for 30 applicants from Strategic grants and 50 applicants from Ad Hoc grants;
- Provide an overall report of the consultancy service implementation.
1.5. Cost estimation and proposed payment schedule
The costs are payable based on the SAFE Nature and Climate Project budget line 6.3. and 6.4. in the gross amount.
Payment of the service is to be executed in three installments, according to the following payment schedule:
- 40% of the total contract amount to be paid within 30 days of the signature of the service contract;
- 40 % of the total contract amount to be paid in October 2024, after receiving reports on the completed work up to that time;
- 20% of the total contract amount after approval of the Final overall Report.
The prospective service provider is expected to:
- At least 5 years of proven experience in designing and delivering capacity-building programs for civil society organizations, specifically in the areas of managerial, financial, programmatic, and environmental advocacy.
- Demonstrated expertise in conducting organizational needs assessments and developing tailored capacity-building programs based on assessment results.
- Experience in providing mentoring support to civil society organizations, leading to significant improvements in their capacity to monitor and advocate for environmental and climate actions.
- Strong knowledge of environmental protection and climate change issues, particularly within the context of Serbia, and understanding of the challenges faced by civil society organizations in this field.
- Proven track record of delivering high-quality reports, including pre and post-testing training reports, summary reports from mentoring sessions, and overall consultancy service implementation reports.
- Proficiency in English, including the ability to deliver all reports and communication in the English language.
- Strong communication and interpersonal skills to effectively interact with diverse civil society organizations and provide support tailored to their unique requirements.
- Experience working with international organizations and familiarity with reporting standards and requirements set by donor agencies, particularly the European Commission.
- Excellent organizational and time management skills, ensuring the timely delivery of all services, reports, and activities outlined in the contract.
1.7 Submission of Proposals
- CV Submission: Interested applicants are required to submit the CV or CVs of the experts demonstrating the required qualifications. The CVs should showcase a minimum of 5 years of experience in designing and delivering capacity-building programs for civil society organizations, specifically in managerial, financial, programmatic, and environmental advocacy.
- Technical Proposal: Along with the CVs, applicants should provide a detailed technical proposal outlining their approach to conducting organizational needs assessments, developing tailored capacity-building programs, and providing mentoring support to civil society organizations and a timeline of the specified service.
- Financial Proposal: The financial proposal must include the unit price per expert day for each type of service in gross amount (please look at section 1.3.). Additionally, applicants should indicate the total amount for the entire consultancy service.
- Deadline: Proposals must be submitted by October 30th, 23:59 CET, to the following contact: mpapovic@wwfadria.org clearly indicating "Consultancy Service Proposal - Capacity Building for CSOs" in the subject line.
Proposals will be evaluated based on the following criteria:
Expertise and Experience (40%): Evaluation of CVs to assess the expert's qualifications, including the number of years of experience in relevant areas and successful completion of similar projects.
Methodology and Approach (20%): Assessment of the technical proposal to understand the applicant's approach to conducting needs assessments, developing tailored capacity-building programs, and providing mentoring support.
Financial Proposal (40%): Evaluation of the financial proposal to ensure that the unit prices for expert days are reasonable and within the budget constraints.
1.9. Internal and external communication and donor visibility
WWF Adria will appoint a contact person in charge of communication with the service provider during the execution of this service. While executing the contracted assignment, the service provider is expected to regularly engage with WWF Adria, presenting and discussing the progress in order to ensure that the final deliverable meets the objectives of the service contract.
All deliverables is expected to provide visibility elements of the service provider, WWF Adria and the European Commission. Visibility elements should be used in accordance with the brand guidelines of service providers, WWF and the European Commission.
1.10. Conflict of interest
The selected service provider will sign the Contract with WWF Adria Serbia, which will contain a Statement of the absence of conflict of interest.
